If you were banned from Xbox live how do you get back on?

If it is a Perma Ban, you will either have to try and dispute it or make a new account. Most likely make a new account. You can call XBOX's customer service to dispute it.

If it is not a Perma Ban, wait. You obviously did something to get banned.
