The president can veto specific line items or parts of a bill through the use of a line-item veto. However, this power is not currently available to the president at the federal level, as the U.S. Supreme Court ruled in 1998 that it violates the Presentment Clause of the Constitution. Some state governors do have line-item veto authority, allowing them to reject particular provisions in budget appropriations. For federal legislation, the president can only choose to veto the entire bill or sign it into law.
