Howe do i Rearrange files on external drive?

You can defragment an external drive connected to a computer running Windows by opening the disk defragment tool and selected the external drive.

Though if the external drive is an SSD, there would be no point in defragmenting it or "rearranging files" as there are no parts that need to be moved before the file can be accessed.
