Why was the league of nations so ineffectictive?

The League of Nations lacked its own army and relied on the Great Powers for the enforcement of economic sanctions as well as to provide armed forces when needed. The problem was that sometimes the Great Powers were reluctant to do so for various reasons and this rendered the League of Nations powerless and without recourse.
