The right wingtip was damaged to the extent that it will have to be repaired or replaced before further flight Do you have to notify any government agency of this event?

This depends on two things:

1. Where is the aircraft registered
2. Where the accident happened

Most damage of this nature must be reported to both the registering jurisdiction and the jurisdiction the accident happened in.

Some are slack and do not require this for minor incident's.

North America requires virtually any incident be reported.
