Who invented the flow-through tea bag for Lipton?

I was told Bill Edwards invented it. He was our families next door neighbor for years. After he passed away, I visited our local library in Frayser, Memphis, TN and found a write up on him in a World Book Encyclopedia that listed all the things he invented including the tea bag. He held lots of patents for the things he invented.
