Does the President read his speech as he is speaking?

Most Presidential speeches have been written and rehearsed in advance and the President has had a copy, or at least a very detailed outline, on the podium to refer to. Of course the last several Presidents have had electronic teleprompters and the current President seems to rely very heavily on this technology.
