Why is Ray Sighn a murder suspect in the lovely bones?

In "The Lovely Bones," Ray Singh is suspected of murder because his relationship with the protagonist, Susie Salmon, and his presence in the neighborhood where she disappeared raise suspicions among the investigators. However, Ray is eventually cleared of any involvement in Susie's murder.
