Is a matricula consular likely to be accepted as ID when making a credit card purchase at a store?

The answer is definitely yes in stores owned by, staffed by or catering to immigrant communities. Otherwise, a decision will be made based upon individual store policy and/or how confident the cashier is that you are who you say you are.
