What is a Foreign legal consultant?

an attorney, counselor at law (or equivalent) licensed in a foreign country, who has received a Certificate of Registration from the State Bar of the country of residence as a Foreign Legal Consultant. Once registered, the FLC is permitted to practice law in a limited manner in the country of residence.
