Distinguish between devlopment administration and administrative devlopment?

In general , the context is very important to determine the intended meaning for both terms stated above . I would say that a development administration is a type of administration that aims at developing a certain filed within the an institution (human resources, infrastructures, etc., while administrative development is a process that aims at developing branches of administration so a certain institution reach its appealed strategic goals.
