Who owns the spartly island?

Their sovereignty is a matter of dispute. In reality it is France that probably still retains the sovereignty and if this is not the case they were probably ceded (by France) to Vietnam.

Currently Vietnam, China, the Pipelines and Malaysia have registered an interest in claiming sovereignty.

The dispute should be settled peacefully in a forum like the UN.
