If a minor does not know that his parents insurance has expired and is stopped while driving their car will he get a full 1 year license suspension?

No, it is the responsibility of each driver to verify that a vehicle has insurance before they drive the vehicle. The state may also suspend the parent's license, but most probably not. Its unfortunate, but that is how the system works
