The quote comes from Animal Farm, a novel by George Orwell written at the end of World War II. It parodies the story of the Russian Revolution and Soviet Russia: the animals rise up to overthrow their oppressive farmer Mr. Jones. They lay down "Seven Commandments" and agree to work together to make their lives better.

Soon enough, however, a pig called Napolean takes over and turns it into a Dictatorship and a police state while insisting that they are still free. Gradually, the pigs start behaving like humans and amending the commandments. The final stroke of the axe comes when the commandment of "All Animals are Equal" gets changed to "All Animals are Equal but Some Animals are more Equal than others"
