How do you stop horses from eating paint off of fences?

I don't know you situation but it sounds to me like they are just grooming one another. Horses use their teeth to groom and hair from the mane can itch a horse (like us i suppose). That's the only answer I can come up with, Its very strange for a horse to eat mane.....

(Maybe he needs a mineral block lol)
