3.7% of the population is considered illiterate i.e. "in great difficulty with reading and writing" (based on the ministry of Defence tests, which are systematic at age 17/18). The national institute for statistics estimates that between 10 to 14% of the population aged 18 to 65 has difficulties reading and writing. For people having been taught in French schools, the rate is 7 to 10%. Half the persons having been taught in a foreign language have great difficulties. Illiterate persons are those who went through at least primary education, but are unable to master the techniques of reading, or forget them. Another term, "analphabétisme" was coined for the people, mostly of foreign origin, who never had access to school.
