Where does the phrase no skin in the game come from?

"Warren Buffet" is what many people seem to think, but Buffett's organization disavows his connection to the term (see William Safire from 2006, at http://www.nytimes.com/2006/09/17/magazine/17wwln_safire.html, although that article doesn't really resolve the question decisively. Nancy Friedman doesn't really resolve it either (http://nancyfriedman.typepad.com/away_with_Words/2007/08/on-skin-in-the-.html). I guess we have to keep looking.
