Why did it take congress so long to approve a bill of rights?

The delay in Congress approving a Bill of Rights stemmed from several factors, including a lack of consensus among the Founding Fathers about the necessity and scope of such amendments. While some leaders, like James Madison, recognized the importance of protecting individual liberties, others believed that the Constitution itself was sufficient.
