Can you marry an inmate from harris county jail?

I've interviewed hundreds of ex-inmates over the years and almost any county will let you get married, but you usually can't have a ceremony or honeymoon or anything like that. If you know somebody in Polk County Jail you are probably better off just waiting until they get out (most county inmates don't serve more than a year and even that is pretty uncommon).
