If someone says they aren't against it or for it, they mean that they are neutral on the matter and really don't have an opinion either way. EX: Should Mitch Longley go to his 30th high school reunion at BMHS? Some think he should meaning they are for it. One stoop thinks he shouldn't so he's against it. Those who have no idea who Mitch Longley is wouldn't really care one way or the other if he goes to his high school reunion. These people don't give a damn either way. So what does that mean? They aren't for it or against it! They're neutral on the matter and they just don't care either way!
When someone is said to be against something like a news article, they are not happy with the views that are expressed or that it was a one sided article. However if the person is said to not be against the news article they arehappy with how the view was expressed or that they felt that the article expressed both sides of the argument. On the other hand to not be against or for somethingmeans that they are either not interested or feel they do not have enough information on the matter at hand to make an informed decision. Lets take an example, let's say that there is a vote for a prohibition of alcohol. This topic would be controversial, so there would be people that are forthe prohibition and there would be people who would be against the prohibition but there would also be that wouldn't be interested so it would be said that they are neither for nor against the prohibition
