Who is the person with the most dogs in the world?

It is very difficult to say. I own 19 and most people would consider that a lot. People who use dogs for work or a hobby and sports would probably own more than one as would dog breeders. I have a freind who runs a refuge for strays and abandoned dogs and he has had as many as 150 at one time.
