Where to level at 23 horde?

At level 23, Horde players can level effectively in the Hillsbrad Foothills or the Ashenvale zone. In Hillsbrad, questing in and around the town of Southshore offers a variety of quests against humanoid enemies. Alternatively, Ashenvale has numerous quests available, particularly around the Zoram'gar Outpost and the woodlands, which provide good experience and opportunities for grinding. Both zones are rich in resources and offer a mix of quest types to keep leveling engaging.
