Who were the two most formidable enemies of the Romans?

The Roman civilization spanned almost 2000 years in the west. Over that time they had many formidable enemies. The first would have been the Etruscans, the second the Carthaginians, and the last the Parthians. There were others, but those were the main three in the west.
