What are NCAA rules regarding post graduate athletes transfer to NCAA d-1?

The athlete must graduate from the university. They must have eligibility left. To transfer without having to sit (which would use that eligibilty) the athlete has to enroll at an institution that has a graduate program which is not offered at the institution that they are currently enrolled.
