How did power control shift after the French Revolution?

Power and control went from the man on the street to the smooth talking political wags and wonks who were often lawyers that were considered to be both bright and capable. These bright young men were glad to take on the awesome responsibility and they in turn became the Jacobin defenders of the French Revolution and the creators of the Reign of Terror.
