Why would PCM need to be updated for 2003 Cadillac CTS?

The PCM (Pollution Control Module) needs to be updated for the 2003 Cadillac CTS periodically because this is the part that controls the smog output of a vehicle. It gets dirty and worn out and needs to be replaced from time to time. Some states make this update mandatory in order to get registration for a vehicle.
