Can you play 2 player tf2 with an Xbox?

Not split-screen, but if the second player has a separate computer and Team Fortress 2 and you find/host a server, then yes.

Unfortunately, if two people have a different type of console, whether it's PC and Mac, PS3 and Xbox, etc..., you cannot play on the same server. :(
