Does a Mexican citizen need a visa to visit Taiwan?

There is a new Immigration rule that states that TAIWANESE People DO NOT need a Visa to enter in Mexico anymore.

This just happened early this year (2012).

Thus Why MEXICANS are required to get a Visa to enter into Taiwan ?

Shouldn't be reciprocal since this is a result of DIPLOMATIC agreement?
