The only president to serve as a soldier and see combat was Harry Truman.

Dwight Eisenhower was in the Army during WWI, but spent the entire war training troops in the states and did not get overseas.

Franklin Roosevelt was Assistant Secretary of the Navy for a time during the war years.

Herbert Hoover was head of an International Aid Commission, doing humanitarian relief work right after the war. This caused some bitter comments later, because he "fed the starving Belgians" after the war but would do nothing to help Americans when the Great Depression hit a few months into his presidency.
