Who or what is Aktiophis?

My best answer here is that Aktiophis is one of many names under which the goddess Hecate is known.

My research has uncovered little additional information on the origins of the name, nor do I have specifics on the form she takes, her signs, symbols, sigils, familiars, or the requirements to call or work with her.
