What was the most violent city in 1990?

In the US, Detroit has been pretty violent for years. Lots of drugs, drive by shootings, killings, the news is full on violence every night. I stopped watching the news, just cannot take it anymore. Other contenders for that honor have been New Orleans or Baltimore.
