How can you deactivate your old twitter account that you forgot the password?

If you have no way of logging in then you won't be able to delete your account from your account settings.

If it's urgent that you delete your account then you should try contacting Twitter to see what they can do. It's unlikely they'll be able to delete it though if you can't prove that it's actually your profile.
