Tadpoles are baby frogs, when frogs hatch from eggs they (usually) grown into their larval stage, which is a tadpole. They are designed to be aquatic eating machines and have a really large gut and specialised mouth parts. But they do not have fully developed sexual organs and are not capable of reproducing.

After metamorphosis (the process by which tadpoles change and grown into fully formed adult frogs) they will be able to mate.
