Why is the sun rises in the east and sets in the west a misnomer?

Because the Sun doesn't move much; it sits right there in the middle of the solar system. It's the Earth, spinning like a carousel, that makes it APPEAR as if the Sun (and Moon, and stars, and everything) were moving across the sky.

But it's really the Earth doing the moving.
