How can you get telemarketing services to stop calling your home?

The do not call registry is of no use as the FCC is powerless to actually pursue violators per funding. Elected officials have no interest either as I have contacted my Congressional Rep and US Senator and both do not see as it is important. No matter I get 4-5 such nuisance calls per day at my home. Thus, my right to a "quiet enjoyment" of my residence is of no importance to elected officials. Her is a fact I found researching telemarketing industry: It's over a Billion dollars per year. Thus one can assume the offending operators donate to political campaigns and get a free pass to continue. meanwhile, my right to quiet enjoyment is violated.
