How clean is a clean room compared to a surgery room?

A "clean room" (as is used in the semiconductor industry) has to be completely particle (dust) free. An "operating room" (as is used in surgery) has to be germ free. So, basically, they both have the same level of cleanliness, just different types of "clean".
