The proposal for the United States Capitol was primarily attributed to Pierre Charles L'Enfant, a French engineer and architect. He was commissioned by President George Washington in 1791 to design the new capital city, which included the Capitol building as its centerpiece. The design was later refined and modified by others, including Benjamin Henry Latrobe and Thomas Jefferson, but L'Enfant's vision laid the foundational blueprint for the Capitol we see today.
