What is white out made out of?

nobody is sure what it is made out of, i am doing a science fair project and i got a recipe that is : Vodke, a spash of white paint, and a bit of flou. ( 2 spoons of water ) Very nice white out( and comes off of clothes quite easy, but sticks to paper), i am not sure if that is right, i havn't tried it yet. We are going to get someone to put wwhite out on there nails and see what happens, is thaaat a good idea????
