Yes, but they would prefer the pellets. It's been studied, and for whatever reason, pigeons prefer to eat larger items. Layer feed alone would not be an ideal diet because of its excessive amount of protein and calcium. I feed my homing pigeons a mix of whole corn, layer pellets, bird seed, sunflower seed, etc. I use whatever's available and on sale, blended to about 13% protein.
