A populated board should be taken to your local recycling station or scrap yard. A non populated board should be taken to a scrap yard to recycle the lead, gold, silver, white tin, tin and or copper. In Europe they have passed a law that all printed circuitboards aka PCB aka pcbs be manufactured with RoHS. Which basically means there can be no lead in there circuitboards. So when you throw it in the garbage and it makes its way to your local landfill the lead doesn't leak out into your water system. USA does manufacturer RoHS PCBs but it is not required.
