I am 16 years old can i go out with friends or on a date without my parents permission they wont let me go anywhere with anyone without them being there?

Legally, until you turn 18 or are emancipated, they have the ability to restrict what you do and who you see. It isn't easy, but in a couple years you will have the ability to do as you wish. And don't forget, they do provide you with necessities!
