you will have to take the tank off then take the pump out drain the fuel into a couple of good buckets then the water will go to the top so just drain it out
on the 7.3 litre diesel powerstroke their is a fuel/water seperator under the hood,if you look in the owners manual it will show you the exact location, and at that point you can drain the bowl which catches the water. you must do this with the engine off. One more thing the fuel filters have a water separator in them. if light is on need to change filter. as the water fills the metal piece in bottom moves down till it touches the sensor and light comes on. was a breakdown mechanic called to fix alot of uhaul trucks from 1990 to 2002. worked on over 2000 7.3 diesels. shouldnt have to ever break the injectors. if filling filter didnt work the first time will have to do again if it sucked down more then half the filter of fuel.
