Nope. Well, the locking action cannot, but there are several things you could do right after that which could damage the car.

1. If the car is moving, or on a hill, or something like that, and it is not turned on, then if you torque-lock the steering wheel, you are probably going to have a bit of a crash really soon. You can't steer a car without the engine being on anymore, not even one with a manual transmission, because the steering wheel will typically lock after even a slight turn to one side or the other.

2. If you lock the wheel, and then try to force it to unlock, you could potentially break something in the steering column if you're being reckless (and if you're really strong, I guess).
