How did the Lycurgan system in Sparta shape its political organization?

Having taken over Messenia and turned the population into serfs who rendered half their produce to Sparta, the Spartans were supported and free to turn their activities to training for war in order to control and defend their expanded territories. The political result was that a council ran the country with an assembly of the citizens making decisions on matters put before them by the council. This created a balance betwen the aristocracy and the citizens - a limited democracy.
