Because the inner area where the fluid moves has a gate which is shaped like a butterfliys wings. Passing through the centre of this gate is a rod which ends outside the valve where the handle is attached. When the gate is open it allows flow, when closed the gate seals off the valve stopping flow or if require can be partially turned to restrict flow
