Can you wear a petticoat under a straight dress to make it look like a ball gown?

No. The skirt is most likely too narrow for a petticoat and would make the skirt of the dress look stretched out and strange; it wouldn't make it look like a ball gown at all. Believe me, I've made the same faux pas before. :)
