After the death of his father, Lord Darnley, James became somewhat parranoid, and this parranoia remained throughout his life. He was afraid of assassination, like his father, and so wore padded clothing to prevent this. The idea was that if someone tried to stab him, the length of the knife would be less than the thickness of the padding, so the king'd be unharmed.
