Can you give an MBO for sales and marketing manager?

I have had MBOs for two marketing manager positions. At one employer, everyone had MBOs but only director-level and above got paid on the achievement of the goals. They were put in place solely to make sure everyone was aligned to the corporate goals.

With the other employer, everyone had MBOs and were paid on them if applicable. I was much more inclined to meet every single goal given a potential bonus was involved.
