What climate zone has cool summers cold and harsh winters a dry climate and sparse vegetation?

Try Eastern Oregon....Bend, it's all volcanic wasteland and mountains, rivers, very pretty...snows quite a lot in winter, but summers are kinda warm too....try Alaska!
