What I have seen, in Missouri is that farmers and ranchers think they are bad, and shoot them illegally. In addition, I highly believe that man has pushed them into areas each time less and less good for their survival, no field mice, etc.

Take away their nesting areas, hunting grounds, and what do you expect, numbers will be reduced.

Also pesticides and other chemical agents do effect them, harm their eggs as DDT did to eagles.
